概述了河长制探索十年来的发展与成效,表明推进河长制产生五大成效:促进掌握了主要河湖基本情况,促进加大了河湖整治力度,促进落实了河湖长效管理,促进形成了治河合力,促进改善了水环境。指出河长制管理制度对策:与现行水治理体制和管理制度有机衔接,转变被动应急机制为常态实施制度,完善相关配套政策制度,完善法律法规作为支撑,鼓励公众参与河长制。

10-year exploration of Leader Responsible System in governance of rivers and lakes is summarized. On this basis, five aspects of its effect are indicated: grasping basic information of main rivers and lakes, deepening renovation of rivers and lakes, putting long-acting management into practice, forming resultant force of governance, improving water environment. Countermeasures of Leader Responsible System in governance of rivers and lakes are proposed:linking up with current system, turning passive emergency mechanism into normalization, improvement of related laws and policies, encouraging people to participate.
