Notices of China Water Resources for Manuscript Submission
China Water Resource accepts the latest research outcomes of forefront theory, cutting-edge science and technology and best practices in the water field, including theoretical studies, policy interpretation, important progress, development trends, frontier subject studies, innovative practices and technical experiences, which should provide scientific basis and knowledge for decision-making, new theories, methodologies and technologies for the industrial development, as well as providing valuable guidance and experience for water-related practices.
Section 1 Submission Instruction
The manuscript should have clear points, reasonable argument, reliable data, concise writing, and innovative and unique insight in certain aspects. The scope of discussion should be closely related to the author's research field and actual work. General literature review and introduction of technical methods will not be accepted.
1. At present, the only way of submission is through a system that requires authors to register an account in the "Author Submission System" (or click directly on "Author Submission System"), and follow the Instruction of the system. Click here to download the submission template.
2. Authors must choose a column when submitting a manuscript. For matters related to each column, please consult the column responsible editors.
3. The manuscripts must not contain content which is prohibited by laws and regulations, and not involved in state secrets. They must be original works of authors and shall not infringe upon the intellectual property rights of others. The submission accepted will be included in databases or distributed by the platforms including but not limited to the WeChat official account of China Water Resources.
4. The order of authorship shall be determined by the authors themselves and shall not be changed after acceptance.
5. Priorities can be given to the submission that is financed by State Natural Science Foundation, scientific research funds at provincial or ministerial levels or subject study. Please provide a list of names and the serial number of the foundation in the article.
6. Requirements of format
6.1 Articles should have clear thesis, reliable evidence, rationality of logical structure, standardized and concise writing, as well as attached figures and tables if necessary, at least 6,000 Chinese characters.
6.2 Title: The title should be concise and precise, comply with norms and standards of academic writing, database indexing and retrieval, and not exceed 20 Chinese characters.
6.3 Abstract and Keywords: The Chinese abstract should be no less than 400 characters. The abstract shall be featured as independent and self-explanatory, by focusing on innovation and discovery without comments. The number of keywords is 3 ~ 8, which should be selected from the Chinese Thesaurus where possible. At the same time, an English translation of the title, abstract, keywords and author names shall be attached.
6.4 Measurement Units: They shall be written in line with the requirements of quantity and units by international standards, as well as the national standard GB/T 3101-1993.
6.5 Figures and Tables: Only necessary figures and tables shall be submitted together with the manuscript, and numbered in order throughout the text with specific titles. The figures or tables should be self-explanatory, i.e. Readers could get a complete information in the title, data, graph or picture. Repetition of the text expression should be avoided. As this publication is printed in full color, we are pleased to accept the original picture in high-definition color drawn by the authors.
6.6 References: Each manuscript should be attached with at least 15 references. Preferably, literature that was published in recent years shall be selected. Citation format complies with GB/T 7714-2015. References shall be numbered consecutively by Arabic numerals in order of their appearance in the text, and listed in sequence at the end of the text. Please use first-time sources. Please do not cite unpublished literature or documents.
7. A submission that passes the final review shall be accepted. Some authors may be asked to revise the manuscripts during the review process, which shall be further reviewed after revision. Those who have passed the initial review, but have not received acceptance notices within 3 months, may use your manuscripts at your discretion.
8. Once the subscription is accepted, a remuneration shall be given to the authors. The fee includes the cost of dissemination through online or other platforms and shall not be paid again by any other forms. Authors will not be charged any fees.
Section 2 Columns and Contact Information
Forefront. Studies on new issues and major achievements, theoretical research and progress of cutting-edge technologies in the water sector.

Reform Forum. Focusing on main issues related to reform, such as water project management system, investment and financing system, the introduction of the water resource tax, usage right of water, and comprehensive reform of agricultural water pricing system.

Water Forum. A platform for science popularization and education, inviting specialists and experts inside and outside the water sector to share their viewpoints with the integration of scientific, systematic, and readable knowledge on a specific topic related to water. experts shall spread knowledge of water science to readers, inspire critical thinking, expand scientific perspectives, and enhance literacy of water culture. Readers may raise questions and select topics through the column hotline. We shall invite relevant experts accordingly.

Section 3 Editorial Policy
1. The journal adopts double-blind review system. All manuscripts are subject to three rounds of reviews, namely the preliminary review, external review and final review. After submission, the editorial office will conduct a preliminary review of the manuscript and reject the manuscripts which are insufficient in originality, having serious scientific or technical mistakes, lacking valuable information, or not in the scope of the journal. Manuscripts which have passed the preliminary review will be anonymously sent to two or more peer reviewers or external review. The Editor-in-Chief decides the acceptance of manuscripts.
2. For manuscripts submitted to supplement/Special Topic/Special Issue, the same editorial process and system will apply.
3. If the submitted manuscript does not meet the requirements of this journal, the authors shall be required to revise the manuscript and re-submit the revised version within the specified time. Authors must respond to reviewers' every comment and submit the revised version in time. This process would be repeated until reviewers and editors are satisfied with the manuscript. If the article is accepted, the editorial office has right to make revisions to the article. If authors do not approve of any deletion or modification, they should state it in advance.
4. Submissions by Editorial Board Members (EBMs)/Editors must adhere to the journal's review and editorial procedures, ensuring independence from the involved individuals and their research groups. They cannot participate in reviews of manuscripts whose authors they have conflicts of interest with.
5. After publishing, if there appears to be an unintended scientific mistake in the article which would not lead to significant impacts on the results and conclusion, the editorial office will publish corrections in the journal as soon as possible, and detailing the changes made to the original article. If severe scientific errors are found in published articles, or the article is suspected of academic misconduct, such as plagiarism and data falsification, the editorial office will issue a statement to inform readers of the risks, initiate an investigation and announce the final result, or even retract article with a retraction statement if necessary.
Section 4 Copyright and OA Policy
1. China Water Resources flipped to an open access journal since the 1st issue of 2023. Once published, all articles ever since are immediately and permanently available for readers to read and download free of charge. Articles published before 2023 are not open access but a download link of CNKI is provided for each article on this website.
2. For all open access articles published by this journal, permitted authors and third-party reuse of the articles is defined by the following user license: Creative Commons Attribution-NonCommercial-NoDerivatives 4.0 (CC BY-NC-ND 4.0). This license allows reusers to copy and redistribute the material in any medium or format. The licensor cannot revoke these freedoms as long as the license terms below are followed: reusers must give appropriate credit, provide a link to the license, and indicate if changes were made. Reusers may do so in any reasonable manner, but not in any way that suggests the licensor endorses the use. Reusers may not use the material for commercial purposes. If reusers remix, transform, or build upon the material, they may not distribute the modified material. The authors can reproduce and disseminate the paper under the CC BY-NC-ND 4.0 License.
4. All journal articles published by this journal have been digitally archived. The hard and soft copy of each issue of the journal had been kept in the editorial office for archiving. In order to ensure data security, all information and relevant materials, such as supplementary information and forms provided by the authors, have also been backed up in the editorial office. The journal's articles can also be downloaded in full text from databases including CNKI, Wanfang, Weipu and Chaoxing.
