Strategic thinking and key measures for comprehensive enhancement of national water security capability in the new era

An essential element of the Chinese path to modernization is the support and guarantee provided by modernized water resources,and the core of such support is the capability to safeguard national water security. This paper systematically analyzes the new requirements of the Chinese path to modernization for water security and proposes a general idea for ensuring national water security in the new era, including specific measures, which provide references for accelerating high-quality water development in the new stage and enhancing national water security capability.
Unify the construction standard of data baseboard to anchor the construction goal of the digital twin basin

On the basis of combing the accumulation of water conservancy data in the new stage, the development level of information technology and the policy requirements of the water conservancy industry, aiming at the problems of poor universality, interoperability and data fusion caused by the disunity of data classification and incompatibility of data formats in the current data backplane construction process, the overall framework and implementable path about the construction of data baseboard is put forward, in order to guide the acquisition, collection governance, storage and use of twin data from the key link of the construction of the data baseboard, so as to ensure that the data baseboard can provide services for water business applications, and support the river basin to achieve the goal of digital scene, intelligent simulation and accurate decision-making.
Risk-assessment of city waterlogging based on numerical simulation——case study on urban center of Suzhou

In defense of rainstorm and waterlogging in cities, more attention needs to be paid on early-warning and prevention. Risk-assessment of city waterlogging is one of the basic tools for disaster prevention. Taking urban center of Suzhou as an example, numerical simulation is adopted for identifying risks, which is useful tool for waterlogging control and risk alleviation.
Safety control of reservoir dam system with digital intelligence technology

AI is profoundly altering production, daily life, and cognitive methods across all sectors,with industries actively exploring AI empowerment. Represented by artificial neural networks, AI technologies have been extensively applied in the water resources and hydropower sector, including dam construction, underground cavern excavation, high-slope safety control, and reservoir area geological disaster prevention, yielding significant economic, social, and ecological benefits. However, these applications are often confined to specific domains, with limited generalization capabilities, highlighting the urgent need for vertical large-scale AI models tailored to the water resources and hydropower sector.Taking reservoir dam systems as the research focus, this study proposes a fundamental framework for integrating digital intelligence technologies into safety control. The framework leverages a generalpurpose large model as its foundational layer and develops a multi-scale, multi-field coupling computational approach driven by both mechanisms and data, utilizing industry big data. It integrates hardware components such as perception devices and construction robots to enable intelligent decisionmaking and control throughout the entire lifecycle of surveying, design, construction, and operation,aiming to significantly enhance the intelligence level of reservoir dam system safety control while maximizing the integrated benefits of water resources and hydropower projects.
Principles and paths for realizing the value of ecological products for soil and water conservation
HU Chunhong ;ZHANG Xiaoming;Soil and water conservation is the basis for river protection and management, and necessary condition for maintaining sound ecosystem and environment and sustainable economic and social development.Establishing and improving the value realization mechanism of ecological products and facilitating a circular mechanism for investment are critical for a multi-win situation of eco-environment protection and rural revitalization development in erosion control areas. Based on analysis of theoretical foundation and value sources of ecological products, expounds on their scientific connotation. By analyzing results of comprehensive governance and service functions of soil and water conservation, discussions are made on value formation mechanism of ecological products, to propose a diversified list of products suitable for different erosion areas and clarify the value formation, accounting, and realization processes by typical cases. Through systematic review of existing modes and practices of value realization and transformation, paths for realizing the value of ecological products for soil and water conservation are put forward. The aims are to drive the dual efforts of “mechanism optimization” and “scenario expansion”, explore value realization paths tailored to local conditions, and stimulate debut economy of “soil and water conservation + ecological industry”, in order to support high-quality economic and social development.
Effectiveness and prospects of eco-environment protection of the Three Gorges Project

Under the leadership of the Party Central Committee and the State Council, relevant departments, institutions and relevant provinces or municipalities have conducted scientific research, monitor the entire Yangtze River basin, and strengthen the ecological environment protection. Before the construction of project, we carried out a number of scientific studies, such as comprehensive assessment of environmental impact and an eco-environment monitoring system for the Three Gorges Project. During the construction period, we conducted continuous monitoring, protect key organisms, make adjustment of policies for rural resettlement and industrial and mining enterprise relocation, and prevent and control geological disasters and water pollution. During the operation period, we optimize monitoring system and carried out large-scale afforestation,cleared floating debris, control ship flow pollution and made studies on major issues. Thanks to these measures,remarkable results have been achieved. The Three Gorges Project becomes a model of the world for eco-environment protection in dam construction. Facing the new journey, eco-environment protection of the Three Gorges Project should coordinate high-quality development and high-level safety, focus on enhancement of ecological security management capacity, maximize comprehensive benefits of flood control, power generation, shipping, water resource utilization and eco-environment protection, better serve and support national and regional major strategies and make full use of its advantages in promoting the great rejuvenation of the Chinese nation.
Evaluation of value and service functions of water ecosystem in Jinan City
Xiang Hua;Lyu Shaojuan;Wang Shuaishuai;Shang Shuqin;In order to examine the value of service functions of water ecosystem in Jinan City, its functions are divided into four categories, including regulation, product provision, culture and support, and 13 indicators for evaluation. The value of water ecosystem services in Jinan City has been evaluated by market value method, shadow price method,alternative engineering method, willingness to pay method and travel cost method. The results show that the value of service provided by ecosystem is 47.947 billion yuan, with a high value to regulate surface water, climate, flood and storage. However, the water ecosystem in Jinan has low service functions. The value of individual water ecosystem has a big variety.
Accelerating the development of modern reservoir operation and management matrix to foster new quality productive forces of water conservancy

This paper analyzes the significant meaning of constructing a modern reservoir operation and management matrix and developing new quality productive forces of water conservancy to ensure high-level reservoir safety. It explores the intrinsic connection between the construction of a modern reservoir operation and management matrix and the development of new quality productive forces of water conservancy from the perspectives of high technology, high efficiency, and high quality. Moreover, it proposes key pathways such as strengthening “four comprehensive” managements, implementing “four pre” measures, and deeply integrating information technology to accelerate the construction of a modern reservoir operation and management matrix and promote the development of new quality productive forces of water conservancy.
