A chemical plant was bombed on 13 Oct 2005 at Jilin province. Songhua River was seriously polluted, which caused a wide-known water quality pollution incident. It was quite similar to the Sandoz incident before 19 years ago in Switzerland. The Sandoz incident also polluted the water quality and had great ecological effects in Rhein River. However, the followed protection and cooperation procedures changed the Europe polluted waterway to a clear river. This paper interpreted and introduced part of 1986 annual report of ICPR. Its comprehensive measures and riparian countries cooperation are helpful to treatment of water pollution of Songhua River, as well as development, utilization and protection of other rivers in China.
